Themis Experiment Filderstadt













"Thriving democracies need innovations - societies are changing and politics must keep pace with this change" (Prof. Dr. Brigitte Geißel). 


A concern of the Research Center for Democratic Innovations, Goethe University Frankfurt, is to develop possible scenarios for the future of democracy that consider societal changes. A key aspect of this is the systematic interlinking of representative institutions and citizen participation procedures in democratic will-forming and decision-making processes. 

Against this background, the team has studied an innovative direct-democratic citizen participation procedure. The research unit was conducting an experiment on the new procedure together with the city of Filderstadt. Together, they tested a new form of voting in 2017 in which citizens explicitly vote on the thematic programs of parties - instead of doing so indirectly through voting on candidates. Filderstadt was chosen for the trial because the city and its residents are particularly experienced in dealing with citizen participation.
