Prof. Dr. iur. Indra Spiecker gen. Döhmann, LL.M. (Georgetown Univ.) holds the chair of Constitutional and Administrative Law, Information Law, Environmental Law and Legal Theory at Goethe-University of Frankfurt/Main in Germany. She also serves as managing director of the Research Institute on Data Protection (https://www.jura.uni-frankfurt.de/47000118/Forschungsstelle_Datenschutzas) well as of Ineges - Institute of European Health Politics and Social Law (www.ineges.de), both at Goethe University of Frankfurt/Main. She is also director of the Institute of Information Security and Dependability (KASTEL) at the Karlsruhe Institute of Technology (KIT) (www.kastel.kit.edu) as well as of ATHENE, National Research Center for Applied Cybersecurity with Fraunhofer SIT/TU Darmstadt (https://www.athene-center.de). Recent guest professorships have led her to US, China, Brazil and Belgium. In 2016, she was appointed to the German National Academy of Technical Sciences, as first female lawyer.

Prior to Frankfurt, she held a Chair of Constitutional and Administrative Law, Data Protection Law, Telecommunication Law and Environmental Law at KIT from 2008 until 2013. Her Ph.D. is from Bonn University; she habilitated at Osnabrück University and was a senior researcher at the Max-Planck-Institute on Common Goods at Bonn between 1999-2008 after studying at Bonn, Mainz and Washington D.C.

Prof. Spiecker publishes in the entire field of Constitutional and Administrative Law with a special focus on Information law as well as Technology law. In her research, she integrates interdisciplinary aspects from (Behavioral) Law and Economics, the Technical Sciences and Legal Theory. Her publications concentrate on on data protection and digitalization regulation including AI, but also in environmental law, IT-security, health law and technology regulation issues. She serves as co-editor/publisher in chief of a number of law journals among them „Computer und Recht (CR)“, “Zeitschrift für Datenschutzrecht" (ZD), „Verwaltungsarchiv“ und „European Data Protection Law Review (EDPL)". Prof. Spiecker is Co-editor of the leading German commentary on the GDPR (Simitis/Hornung/Spiecker gen. Döhmann).

Her expertise is valued nationally and internationally; she regularly gives expert opinions for parliaments, governments and private institutions. She serves on advisory boards and curatoriums and represents in front of the Constitutional Court. Among others, she has been called into the work task force “research information standardization" of the German Council of Science and Humanities (Wissenschaftsrat), the working group of the Leopoldina academies of sciences on “Digitalization and Democracy" and Esys, the academies of sciences' steering committee for the energy transition. In 2021, she was member of the expert commission preparing the third equal opportunity report of the Deutsche Bundestag and also member of the Leopoldina Working Paper “Democracy and Digitization".

Present research deals with democracy and digitization, with fragmentation in digitized societies, with the effect of digitization on state action, systematic digitization and regulatory regimes for the use of artificial intelligence.
